Some budgie pairs make their nest box very dirty during the breeding season. For those pairs only, I use wood shavings as nesting material to keep the eggs clean and protect the chicks. For all other pairs, I do not use any nesting material, because budgies naturally prefer a clean, flat wooden base for safe egg rolling and proper incubation.
