The event started with a giant Cooked Owl emerging from the area behind the Crafting stall and Gear and Pet Shop. After that, the owl flapped its wings to rain down what looked like fried chicken.

A giant version of the Cooked Owl appeared from behind the Pet Egg, Gear, and Cosmetic/Crafting Stall. It then started to rain. During this time, crops had a chance of receiving the Fried Mutation.

Whether it made it rain oil, chicken skin, or even Cooked Owl skin, I cannot tell you, but it did introduce a new mutation to Grow a Garden. What Does the Fried Chicken Event Do in Grow a Garden?
