Large areas of Texas are under flood and flash flood warnings after rounds of heavy rain swept across the state, triggering dangerous conditions in cities, suburbs, and rural communities.

Arthur has caused flooding in Texas all week, and more is on the way across the South.

"The main hazard with these types of systems is largely the flooding from the heavy rainfall," Brennan said.

Local officials in Southeast Louisiana were assessing damages Thursday from the outer storm bands of what was Tropical Storm Arthur.

"Heavy rainfall will be fueled by tropical moisture, delivering rainfall rates of 2-4 inches per hour across portions of the Gulf Coast," adds AccuWeather Meteorologist Alexander Duffus.
