Handing the Trump administration a second straight day of losses against its promise to end congestion pricing, a judge ruled this week that New York must be allowed to indefinitely keep tolling drivers below 60th Street in Manhattan.

Liman of the Southern District of New York federal court issued a temporary restraining order Tuesday against Transportation Secretary Sean P. Duffy and other officials, blocking them from withholding federal cash or approvals from the state in a bid to kill congestion pricing.

Proponents of congestion pricing praised the ruling as a win for New York and its economy. Eric Goldstein, a senior attorney with the Natural Resources Defense Council, said the ruling gives “some certainty and predictability” about congestion pricing sticking around.
