There are a few super glue type products that are made for bonding plastic which usually come with a small primer pen. They soften the surface to better react to the glue & bond with the other surface.

After it is all lined up I super glue the stanchions to the top rail, when that is dried I remove the rail from the body and paint it. When the rail unit is dry I re assemble it to the holes in the car body and super glue the painted unit to the car body.
